The European Commission is preparing Wednesday to compile with the 19 member of the EU who did not respect the asylum rules and intends to launch them against 40 criminal proceedings, the German news agency dpa on Wednesday unveiled on unspecified sources.

Faced with the greatest inflow of Asylum seekers since the Second World War, member states do not enforce European rules such as immigrant registration and asylum-seeking in the first country in which they are arriving.

Germany is one of the countries facing this process, sources said. It does not specify which other countries might be punished.

These proceedings could end with the imposition of large fines before the European Court of Justice.

The powers of the European Commission include ensuring the implementation of European regulations.

The news was published a few hours before the start of the extraordinary summit of the Union devoted to the refugee crisis.
